UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest study of municipal councils, UK councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of local authorities are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of playing fields and land to support their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of authorities seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to weather growing financial challenges.”

Specific Examples of Planned Sales

Medway Council in Kent announced its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Broader Financial Strains

This research of local authorities in the key cities group, which includes several urban centers, also found that more than 70% of authorities will need to increase council taxes next April to address the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

Research of county councils this week further found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those changes has been postponed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and need,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the study revealed.
